"Mass Transit Modernized - Para-Transit Desegregated" Program Goals Summarized

Some of the benefits of this program are:


Dynamic Flexibility provides greater freedom of movement for passengers.

Potential to honor Same-Day travel requests of most passengers without regard to purpose of the request.

Reduction in average number of miles driven per passenger transported

Reduction in average number of minutes traveled per passenger transported

Increase in maximum average sustainable passengers per hour

Ability to transport more passengers with current resource levels.

How I Modernize and Desegregate

I believe that current technology can be programmed to provide all passengers of publically funded transportation services the same level of flexible transportation services.  I believe it is possible to do this in a manner that still provides reasonable accommodation to those who have disabilities that the law currently requires to be legally segregated from the main body of passengers who use public transportation.

A manager working in public transportation, (I have not obtained permission to use his name) has told me that the average cost per passenger for operating this legally required Para-Transit service is much higher per passenger than what it costs per passenger to provide what the legislation calls fixed route service to the same service area.

By way of contrast, the Para-Transit industry is currently required to operate separate from the balance of Mass Transit due in large part to detailed requirements that were included in legislation meant to help bring an end to discrimination against the disabled.  One example of one of these very detailed pieces of legislation is the 1990 American’s with Disabilities Act.  That law was written and passed, before Bill Gates and Microsoft created Windows 95 as an operating system.

I say this because current technology has advanced far beyond what was in existence at the time Law Makers were trying to craft legislation that would address an important issue.  Because of that legislation, the disabled are still required to be transported by an industry that, to at least some degree, is limited by technologically out of date procedural requirements that were built into legislation that is now more than 20 years old.

With this in mind, I will begin introducing my program to you by speaking as if I were talking only about the Para-Transit part of the industry.  This is because the Para-Transit part of the industry must make significant changes, some of which will take an amount of time, before any attempts to desegregate can reasonably expected to be successful.
