Having made that point, if an Extended Local Area Bus will be going on a route that basically amounts to going from the Hub out to a distance area, such as a community near the county boarder and then back to the Hub along the same major highway or access way, then routing should be based on a combination of safety (as in whether or not it’s a good idea to expect a bus driver to try and take left turns across busy roads with no traffic signals to get into and out of someone’s driveway) and also the amount of time the passenger will be spending on the bus.
It may be more advisable, from a safety perspective, to plan the route for picking up and dropping on one side of the major highway going out and on the other side coming back. This would help to limit the amount of extra time that would have been consumed trying to take left turns across busy traffic. Passengers who would use and depend on this type of Extended Local Area bus should be advised of this safety need so they are given the opportunity to choose to understand.
