As you continue to read, I will explain more about how this part of the research will be used to help plan the change.
In some of the topic sections that follow, I will be using the term “Taxing Authority” rather than government. This is because there are organizations which exist, and which have been given authority to impose and collect taxes to fund their activity, but which are not an actual government entity.
School Districts and Public Transportation Entities are just two examples of taxing authorities that are not a government entity, such as a city or county government would be.
